CDRLA refers to an array of US state and federal initiatives for carbon dioxide removal that feature the following basic concepts:

  • Establishing an annual goal for carbon dioxide removal within the subject polity
  • Establishing a guaranteed reward fee for demonstrating removal of each ton of carbon dioxide
  • Creating a schedule of increasing annual goals and a schedule of decreasing reward fees to incentivize both an increasing market for removal and increasing cost-efficiency within the market.
